Pedestrian hit by vehicle dies

A pedestrian was killed Monday evening after she was struck by a vehicle in the 1500 block of North Shenandoah Avenue in Front Royal.

Front Royal Police have identified the pedestrian as Annette Suggate, 54. According to a news release from the Front Royal Police Department, units responded to a 911 call referencing a struck pedestrian at approximately 6:15 p.m. Units arrived to find Suggate lying on the ground. She was taken to Warren Memorial Hospital where she was pronounced dead shortly after her arrival.

Suggate had been staying at the Cold Harbor Inn.

Front Royal police Sgt. Crystal Cline, of the criminal investigations unit, said that there have been previous “close calls” in the area where Suggate was hit.

“There are lights on the side of the road, but there are no crosswalks in that stretch of road,” Cline said, noting that Suggate was not using a crosswalk to cross the street.

“The closest crosswalk would have been at 14th Street. We’ve had some close calls up in that area with people walking from the motels on that side of the road in between five lanes of traffic – two lanes going each way as well as the turn lane.”

Police have identified the driver of the vehicle that struck Suggate as Michael Fletcher, 49, of Front Royal. The release stated that after making a left turn onto 14th Street, Fletcher was traveling north and approaching the area of the Relax Inn when his vehicle hit Suggate.

The news release stated that weather played a “significant” factor in the incident. Cline described the weather as “dark due to the cloud cover and a rain slush mix.”

Cline declined to say if speed was a factor, citing the pending investigation. She did, however, confirm that alcohol did not play a role. Cline said that Fletcher is cooperating fully with authorities.

Warren County Fire and Rescue responded to the scene ahead of Front Royal police.

This fatality marks the second such incident in the town over the past month. A 56-year-old man was killed while crossing the street on Jan. 12 in the 800 block of John Marshall Highway in Front Royal.
