Strasburg man indicted on rape charge
FRONT ROYAL – A Warren County grand jury on Monday indicted a Strasburg man accused of raping a 16-year-old girl earlier this year.
The grand jury in Warren County Circuit Court indicted Kyle Mason Hitchner, 22, of 319 Pendleton Lane, Strasburg, on one count of rape. Hitchner remains free on bond since his release from the Rappahannock-Shenandoah-Warren Regional Jail on Aug. 9.
The Front Royal Police Department received a report on Feb. 10 of a rape of a 16-year-old girl that occurred the previous night in a room at the Front Royal Motel, according to a criminal complaint filed by Detective Landin J. Waller. The girl said in an interview she drank alcohol with friends in the room, the complaint states. Later that evening, a man she knew only as Kyle whom she met through Snapchat, arrived at the hotel room.
“(The girl) said she was not able to consent to the sex because of her “extreme level of intoxication and described a feeling of being unresponsive and ‘dead,'” the complaint states.
Investigators later determined the suspect’s identity as Kyle Mason Hitchner using a physical description and a vehicle as well as the girl’s confirmation of the man’s profile on Facebook, the complaint notes. Investigators interviewed Hitchner, who admitted to meeting the girl online and going to the hotel room the night of Feb. 9, according to the complaint. Hitchner denied having any sexual contact with the girl, the complaint states. Hitchner and other witnesses acknowledged the girl’s extreme level of intoxication on the night in question, the complaint states.
The girl underwent an examination at Winchester Medical Center and investigators submitted the results of the test as well as a sample of Hitchner’s DNA to the Department of Forensic Science, the complaint states. A supplemental certificate of analysis from the Department of Forensic Science indicated the presence of male DNA consistent with Hitchner’s profile submitted with the rape kit, the complaint notes.
A magistrate held Hitchner without bond at the regional jail the day of the suspect’s arrest on the rape charge Aug. 2. Judge William W. Sharp in Warren County Juvenile and Domestic Relations Court ordered Hitchner held without bond on Aug. 3 but granted Hitchner’s release on a $5,000 bond after a hearing on a motion to grant bond on Aug. 9. Hitchner was booked at the jail on Aug. 31 after his arrest on a reckless driving charge, then released the next day.
A judge in Warren County Circuit Court scheduled Hitchner’s next appearance for March 18.
