The MSBF brings together band students from military schools and colleges throughout the country. Students are eligible to participate only upon selection by their respective school's bandmaster or chorus director. Festival attendees spend two days in clinics and rehearsals, then compete for first chair honors, top voice awards and top drum major awards.

The MSBF culminates with a performance open to the local community. The event rotates among the different schools each year. This year it was held at Fork Union Military Academy in Fork Union. In 2014, the clinics and competitions will take place at Randolph-Macon Academy. The concluding concert will take place at the annual conference of the Association of Military Colleges and Schools of the United States, in recognition of the organization's 100th anniversary.
