The Front Royal-Warren County Economic Development Authority took ownership of a 41-acre property from its former executive director’s real estate company.

A deed for 1321 Happy Creek Road was recently recorded in Warren County Circuit Court. EDA Board of Directors Chairman Jeff Browne said by phone on Tuesday that the authority can now add the 41.1-acre property to the list of assets for marketing and economic development.

MOVEON8 LLC deeded the property to the Industrial Development Authority of the Town of Front Royal and the County of Warren, Virginia. Warren County assessed the property at $1,016,800, according to court records. MOVEON8 also deeded a 3-acre property at 68 Pine Hills Road, Pilgrims Cove, Front Royal.

The EDA claims in a civil lawsuit that former Executive Director Jennifer McDonald used the authority’s money without permission to buy the Happy Creek Road property. MOVEON8 held the property. McDonald and others have an interest in the company listed as a defendant in the lawsuit, which claims she and other individuals used EDA money in various schemes for their benefit.

McDonald and MOVEON8 filed for bankruptcy last year and listed the property as well as others as an asset. Also, a federal criminal indictment handed up in August charging McDonald with fraud, money laundering and identity theft claims she illegally obtained the Happy Creek Road property.
