FRONT ROYAL — A Florida man was arrested last month after allegedly sharing sexually explicit material and having consensual sex with a 14-year-old girl in Front Royal in 2019.

Devon Miller, 23, of 2050 Florence Road, Mt. Dora, Florida, is charged with use of communication systems to solicit a minor and indecent liberties with a minor.

He was arrested by the Lake County Sheriff’s Office on May 11 for a fugitive from justice charge out of Virginia, according to online court records in Florida.

Miller had been living off and on at his current residence and with family in Florida as well as Virginia, according to a checklist for bail determinations completed by a local magistrate.

On May 12, Miller waived his right to an extradition hearing and agreed to be sent back to Virginia, a letter filed in Warren County Juvenile and Domestic relations states. Miller told the magistrate he would have returned to Virginia had he known there were warrants out for his arrest, the checklist for bail determinations states.

Virginia State troopers went to Florida to transport him back to the state, the magistrate wrote. Miller was booked at Rappahannock-Shenandoah-Warren Regional Jail on Thursday night.

According to the criminal complaint in the case, police were tipped off by someone who knows the alleged victim who discovered the material on the girl’s phone.

Police reviewed the phone, confirming the explicit messages were exchanged between the girl and Miller, the complaint states. Police interviewed Miller, who also confirmed he sent the message, photographs and video containing the material, the complaint states.

Miller also told police that he and the girl had consensual sexual intercourse in Front Royal, the complaint states. The girl also confirmed the contents of the messages and the consensual intercourse.

The events took place between June 23 and June 30, 2019, according to the criminal complaint.

Miller is due in Warren County Juvenile Domestic Relations Court on July 22 at 11 a.m. He is released from custody on $7,500 bond.
