FRONT ROYAL — Police arrested a town man on Saturday, charging him with two counts of filming or photographing child pornography of a child younger than 15.

Robert Heishman, 27, has been employed by Warren County Public Schools for 10 years but court documents do not indicate whether his charges relate to any students.

School officials said Heishman is an employee of ABM Services Company, a contractor that provides custodial services for the schools. Heishman is not employed by Warren County Public Schools, officials said.

According to officials, the school system has taken steps to keep Heishman off of school property until his charges are resolved.

Capt. Crystal Cline, with the Front Royal Police Department, issued a news release Tuesday evening stating more information about Heishman's arrest could not be issued because the investigation is ongoing but more charges may be filed against him.

Cline said police will follow up with everyone involved to make sure they are safe but any further investigation beyond this incident, including complaints made to or by Warren County Public Schools, will be handled by the Warren County Sheriff's Office.

She said police did not find any previous history of sexual misconduct in Heishman's records.

According to court records, Heishman reportedly had hidden images of a woman's daughter on his phone. The documents show that police spoke with the woman on Thursday and she said she found two pictures of her daughter on his phone.

One of the photos, the report states, showed the girl sleeping and her clothing moved to expose her chest to the camera. Another photo showed the girl without her pants. The report is unclear whether both photos were taken while the girl was asleep.

The report states that the woman said she believes the pictures were taken while she was working and Heishman was watching her daughter.

Heishman’s possession of the photos caused the court to enact an emergency protective order, preventing Heishman from interacting with the girl or her mother.

Heishman appeared in Warren County General District Court on Tuesday morning. He is being held without bond at the Rappahannock-Shenandoah-Warren Regional Jail.

Heishman’s next court appearance, according to documents, is scheduled for 9 a.m. Dec. 5 in Warren County Juvenile and Domestic Relations Court.
