A Front Royal man on Monday was sentenced in Warren County Circuit Court on sex-related charges involving a 10-year-old girl.

Judge Clifford Athey Jr. sentenced Justice Morgan Henry to 99 years, with 74 years suspended, for a total of 25 years to serve on a charge of forcible sodomy, said Janice Shanks, acting clerk of court for Warren County Circuit Court.

That follows the terms of a plea agreement entered on Nov. 13. If Henry, 39, serves all 25 years, he would be 64 when released.

Athey sentenced Henry to 20 years on a charge of aggravated sexual battery and 10 years on a charge of indecent liberties with a minor, all of which were suspended, Shanks said.

The court, at the commonwealth’s request, dismissed in November a charge of object sexual penetration based on the plea agreement.

Henry is to be supervised for 50 years, Shanks said.

Henry is also to have no contact with children ever again and is to register as a violent sex offender, she added.

According to a criminal complaint, Front Royal police said that on Oct. 19, 2017, Henry walked a girl behind an area motel, exposed himself and asked the girl to perform oral sex. He then walked the girl into a nearby woods and performed sex acts on her, according to the complaint.

Henry has a history of sex offenses. A judge sentenced Henry in Warren County General District Court on Sept. 20, 2017, to serve 15 days in jail for failing to register with the state police as a sex offender. Court records indicate Henry committed the sex acts on a child under 13 about a month after he pleaded guilty to failing to register.

Henry was convicted in an Oktibbeha County, Mississippi, court in 1998 of sexual battery, an offense for which he received an eight-year prison sentence, according to documents filed by Commonwealth’s Attorney Brian Madden.

The court ordered Henry to complete five years of post-release supervision. A judge in the Mississippi court found on Aug. 7, 2008, that Henry had violated the conditions of the post-release supervision and declined to revoke Henry’s post-release supervision.
