WOODSTOCK — An Edinburg man was indicted by a Shenandoah County Circuit Court grand jury on May 12 in connection to a shots fired incident in Strasburg last year.

Beau Donald Bowers, 28, of 360 Bowers Lane, was indicted on charges of discharging a firearm while in a motor vehicle with intent to create injury or death and sale and giving or distributing methamphetamine with at least one prior conviction of the offense.

The weapons charge stems from an incident on Sept. 2, according to a criminal complaint. Around 10 p.m. that day, a Shenandoah County Sheriff’s Office deputy was dispatched to the 700 block of Clary Road in Strasburg for reports of shots fired. A complainant stated they heard two gunshots, saw two muzzle flashes and found a .40 caliber handgun shell casing.

After arriving at the scene, the deputy found a shell casing matching the description and a mirror cap belonging to a 2010-2017 Black Nissan Altima, the complaint states. Deputies searched the area and found a Black Nissan matching the description with a damaged driver’s side mirror.

Deputies conducted a traffic stop and saw damage consistent with a gunshot. The car was driven by the lone occupant, Bowers, the complaint states. Deputies conducted a probable cause search of the car and found a spent .40 caliber casing that was the same brand found at the original scene.

The deputy placed the mirror cap from the scene on the damaged mirror; the bullet hole in the mirror and the cap matched, as well as the burned plastics, the complaint states.

Bowers was arrested and taken to Rappahannock-Shenandoah-Warren Regional Jail, where he was released on a $10,000 secure bond on Oct. 16.

In November, officers and investigators conducted surveillance on Bowers and found him parked at a truck stop, another criminal complaint states. Officers conducted a Fourth Amendment waiver search and found approximately half ounce of crystal substance. Bowers admitted he was going to sell crystal meth for $625-$650. He is due in Shenandoah County Circuit Court on June 9 and remains in custody at RSW Regional Jail without bond on the drug charge.

• Kenneth Lee Wheaton II, 30, of 148 Rocky Ford Road, Apt. 9, Clear Brook, was charged with sale or distribution of methamphetamine.

• Marquez Deunte Adams, 27, of Reybold Drive, New Castle, was charged with eluding.

• Matthew Ian Kidwell, 33, 9580 Shenandoah Drive, New Market, was charged with possession of a firearm in possession of a Schedule I or II drug, possession of a Schedule II substance.

• James Elliot Randall, 42, of 949 Chapmans Landing Road, Edinburg, was charged with possession of methamphetamine.

• Michelle Lee Stocking, 23, of 445 N. Water St. Apt. 9, Woodstock, was charged with sale or distribution of methamphetamine.

• Taylor Lee Dasher, 36, of 717 Massanutten Park, Mount Jackson, was charged with possession or transporting of a firearm after having been convicted of a felony and possession of methamphetamine.

• Martin Strohmeier IV, 37, 812 Wage Drive SW, Leesburg, was charged with theft of a motor vehicle valued at $1,000 or more.

• Travis Eugene Arbogast, 37, of 101 N. Main St., Edinburg, was charged with possession of methamphetamine without a valid prescription.

• Jennifer Smallwood, 53, of 228 Amberwood Lane, Winchester, was charged with possession of a Schedule I or II substance without a valid prescription.

• Michael Wayne Garlock, 17375 North Mountain Road, Broadway, was charged with larceny of property valued at $1,000 or more, and embezzlement of personal property valued at $1,000 or more.

• John Kenneth Barb, 40, 402 Spring Hollow Road, Woodstock, was charged with possession of a Schedule I or II substance without a valid prescription.

• John Paul Renaud, 61, of 417 Redwood Drive, Rileyville, was charged with sale or distribution of methamphetamine hydrochloride.

• Seth Owen Harris, 20, of 14447 Back Road, Strasburg, was charged with sale or distribution of psilocybin and contributing to delinquency of a minor.

• Matthew Bruce Long, 44, of 8438 Smith Creek Road, New Market, was charged with possession of etizolam.

• Dallas Jay Bly, 27, 305 N. Water St., Woodstock, was charged with possession of methamphetamine.

• Brandon David Wells, 28, of 9171 N. Congress St., Apt. EE, New Market, was charged with six counts of receipt of stolen goods valued at less than $1,000 with two prior larceny convictions, possession with intent to sell or distribute stolen property valued at $1,000 or more and conspiracy to possess with the intent to sell or distribute stolen property valued at $1,000 or more.

• Cecelia Mae Vandall, 34, of 106 Laurel Hill Lane, Edinburg, was charged with two counts of sale or distribution of methamphetamine, intent to defraud state police money valued at less than $500.

• Travis Daniel Higgins, 27, of 179 Lemley St., Strasburg, was charged with possession of methamphetamine without a valid prescription, possession of oxycodone without a valid prescription.

• Jasmine Starr Williams, 20, of 3900 N. Andover Lane, Fredericksburg, was charged with possession of methamphetamine without a valid prescription.

• Laurel Dawn Morrison, 29, of 532 Corner Road, Edinburg, was charged with two counts of sale, giving or distribution of methamphetamine hydrochloride and neglect of a minor.
