WOODSTOCK — A Stuarts Draft man was booked at the regional jail last week as he faces child pornography charges in Shenandoah County after being convicted of similar charges in other jurisdictions.
Joseph Lombard, 27, has been held without bond at Rappahannock-Shenandoah-Warren Regional Jail since May 20 while he is facing eight counts of possession of child pornography in Shenandoah County Juvenile Domestic Relations Court.
The charges stem from an incident on July 24, according to court records.
A person known to Lombard turned over Lombard's phone to the Shenandoah County Sheriff’s Office, according to a criminal complaint with the charges. The person stated Lombard left the phone with them when they dropped him off in Basye in Shenandoah County, the complaint states.
Lombard was arrested a few days later, the complaint states and the person thought the phone could have been involved in the crime he was arrested for so the person turned the phone over to the Sheriff’s Office, the complaint states.
On the phone were eight videos of young girls performing various sexual acts and multiple other images depicting child pornography, the complaint states.
Lombard is due in Shenandoah County Juvenile and Domestic Relations Court on Oct. 7 for a status hearing.
Lombard was previously being held at the Botetourt County Sheriff's Office Jail without bond. According to court records, he was recently convicted of pornography and a drug charge in Botetourt County Circuit Court and Waynesboro Circuit Court.
In Botetourt County Circuit Court, Lombard pleaded guilty on May 18 to one count of both possession of child pornography and reproduction of child pornography.
Three additional counts of each charge were nolle prosequi. Nolle prosequi means the prosecution decided not to pursue the charge but can do so again within a certain time period.
Lombard was sentenced to five years in prison with two years suspended and five years of probation for the reproduction charge. He was sentenced to five years in prison with five years suspended and five years of probation for the possession charge.
Lombard also pleaded guilty to possession of methamphetamine on March 18 in Botetourt County Circuit Court and was sentenced to three years in prison with three years suspended.
In Waynesboro Circuit Court, Lombard pleaded guilty to a rape charge and was sentenced to 25 years in prison with 17 years and one month suspended and indefinite supervision for probation.
